Why can't I register a Peppol ID for my company?

This article explains the reasons why an organization number may not be registered for a Peppol ID and provides alternative identification options for registration.

Common reasons

1. GDPR restrictions on organization numbers

Certain company registration numbers are considered personal data under the GDPR, as they can be directly linked to an individual rather than a distinct legal entity.

Because a Peppol ID is:

  • Publicly discoverable in the Peppol network, and

  • Used as a persistent identifier for business messaging,

GDPR restricts the use of identifiers that may expose personal data.

As a result, organization numbers that represent individuals or sole proprietorships cannot be used as the basis for a Peppol ID. This is a Peppol-wide rule and applies regardless of service provider.

2. The company already has a Peppol ID registered

Another common reason is that the company registration number is already used as the basis for an existing Peppol ID.

A company may already have a Peppol ID registered:

  • With another Peppol service provider

  • For another system or business process

Since the same identifier cannot be registered twice in the same way, registration based on the company registration number may be blocked.

Alternative identifiers you can use

If registration using the company registration number is not possible, you can register an additional Peppol ID using an alternative, GDPR-compliant identifier:

  • DUNS number
    A globally unique business identifier representing the organization.

  • IBAN number
    The company’s IBAN associated with a bank account.

These identifiers allow the company to be uniquely identified and registered according to Peppol rules.

Multiple Peppol IDs per company

It is possible for a company to have multiple Peppol IDs registered in the Peppol network, provided that each ID is based on a different valid identifier.

This can be useful when:

  • Using multiple Peppol service providers

  • Separating traffic between systems, entities, or business flows
